"The List" is the fourteenth episode of the seventh season of Scandal, and is the hundred-and-twentieth overall.
Plot[]
After Air Force Two’s extraordinary safe landing, Cyrus takes his victory lap as America’s newest hero, and Mellie demands that the Oval stop at nothing until justice is served. Meanwhile, Liv tries to bridge the gap with the Gladiators by disclosing her theory behind the hijack and Cyrus’s true intentions.

Alisha is talking on the phone with her dad while she pursues through a convenience store. She hangs up and goes up to the counter to buy a gun. Olivia visits Abby and tells her about Cyrus's plan. Olivia says that the team needs to work on this but Abby says Olivia doesn't have a team. She persists and Abby says she'll present it to them but doesn't know if they'll fight for it.
Mellie is laying on the floor in the White House and tells Jake that they need Cyrus for votes or else the government will shut down. Jake visits B613 headquarters in the White House and learns that the virus was a mess and that no self-respecting coder did this. Olivia goes to see Marcus for dinner when Gary, Alisha's father, shows up and asks for Olivia's help. He tells her about his daughter and how she idolized Olivia. That she hasn't contacted him in a week and that something must be wrong.
Olivia, Marcus, and Fitz talk about Alisha's case. Fitz agrees to take her on and the three go their separate ways to do individual research. Abby tells QPA about Olivia's theory. Charlie is against investigating it as the last time they investigated a plane crash Quinn ended up dead. Quinn says she didn't come back to just sit on the sidelines.
Olivia visits Alisha's apartment and learns that Alisha got fired last week. She takes Olivia's laptop and shows it to Fitz. They go through her e-mails and find one that she sent to her boss. They learn that she's part of a hot list and that she's been GFV or labeled as a gluten-free vegan, someone who doesn't put out. They realize that she bought the gun because she wasn't hired and that this could end badly if they don't find her.
Mellie and Cyrus talk about the government possibly shutting down. Cyrus offers to talk to some people and Mellie tries to apologize for almost shooting him out of the sky. Cyrus says that if he'd been in her shoes he would've done the same thing. Mellie responds that they are going to find out who hijacked the plane.
Abby and QPA are watching an interview Cyrus is doing on tv. Charlie can't find any evidence that Cyrus hired a hacker. Abby notices that the paitning given to him by Fenton is no longer there. They hypothesize that that painting is worth enough to hire a hacker to hack into an airplane. Charlie says he'll look into it.
Cyrus visits the hacker he hired. The hacker is freaking out because Olivia and QPA are looking into them. Cyrus tells him to let him worry about Olivia Pope. Olivia and Marcus corner Waterbend, the man Alisha was interning for. They try to get him to confess but his phone just keeps beeping and beeping. Olivia gets frustrated but learns that it's actually Marcus's phone that keeps going off. It's ringing because they've found Alisha and that she's been dead the entire time. That she committed suicide. Gary is distraught and blames Olivia. He says that he knows who she really is and that she isn't a good role model. That his daughter died because she wouldn't play the game.
Olivia says that they can't let this go. Fitz says that they have a list that proves men abuse their power, shouldn't that be enough? Suddenly, Olivia grabs the list and looks through it. She learns that Megan, Alisha's roommate, is on the list. She goes to talk to her and asks if she willing slept with Waterbend to get hired. Megan says yes. Olivia asks if she would be willing to help ruin Waterbend's career.
Marcus and Mellie meet about the list. Mellie says that the only way to do something is to propose new legislation but that congress would say she was abusing her power. Marcus says that she just doesn't want to and Mellie accuses him of being mad because he doesn't get what he wants. He tells her that with her he never gets what he wants.
Abby and David have lunch together. She asks if he's friends with Cyrus now and he says yes. But that he had to recuse himself from the case since he was involved in what happened. Abby realizes that that was probably Cyrus's plan all along to get David out of the way. Charlie returns but with no luck finding any new evidence. Abby reveals that it was Olivia who gave her the information. Quinn shuts down the investigation.
Jake and Mellie are in the Oval talking about the need to make changes to the bill. Mellie tells him about the new sexual harassment legislation she wishes to introduce. He tells her to tackle it in a few months after this budget bill has passed.
Abby and Olivia talk on a dock. Abby tells her that they have dropped the investigation. She asks about Olivia's case and Olivia says that it isn't good. Olivia is adamant that Cyrus did this. Abby says that she may be right but that it won't be QPA that proves it.
Mellie is on the floor again because of her back. She tells Jake that she threw her back out doing yoga. He tells her that they make a good team. He holds her hand and Mellie asks him to leave.
Charlie offers to get sandwiches for Huck and learns that Huck is still looking into Olivia's virus. He hypothesizes that the old Olivia is coming back. Charlie says that there is no way she is coming back. That she only cares about the White House.
Olivia is in Fitz's office. He tells her that they just need one of the women to come forward. Fitz asks if he was inappropriate with her when they first met. She tells him no. That they crossed that line together. Megan shows up at his office and says that she's in. They hold a press conference where Megan talks about Alisha and her choice not to sleep with anyone to get a job. Her statement prompts other women to step forward and share their stories. Fitz says that was incredible. Olivia shake hands and tells him that she'll be in touch. He tells her not to be a stranger and she leaves.
Mellie tells Jake about how she's going to announce the legislation for sexual harassment. He protests but she says she isn't asking for his opinion. That she is also uninterested in starting a relationship with him. He says that he was attracted to her because they make a good team together. Mellie asks if he was attracted to Fitz when they worked together. Jake then says Mellie to get well soon and leaves.
Abby shows up at Olivia's house and tells her that she saw the press conference. Olivia says that she doesn't blame the team because it isn't their fight but hers. That she promised to stand by Mellie. Abby says that she's in. Olivia is shocked.
Jake gets news that he knows who made the virus. Huck shows Quinn the virus and learns that Charlie is the one who made the virus. Quinn confronts Charlie about it but Charlie says that he didn't do it. Suddenly the FBI arrive to take him into custody. David announces that Lonnie Mancken will be taking his place in trying the guilty party. Quinn then goes to see Olivia at her apartment.
