The Belt is the fourth episode of the sixth season of Scandal, and is the ninety-fourth overall.
Plot[]
Cyrus faces his ultimate challenge but continues to stop at nothing to prove his innocence. Meanwhile, Olivia and the gladiators uncover shocking new evidence about the night Frankie was shot.

David Rosen takes Cyrus Beene to prison. Cyrus is processed and taken to a prison cell. Mellie Grant and Olivia Pope have a glass of wine as they celebrate Mellie becoming president. Charlie and Quinn catch them dancing and Olivia goes to reprimand them. Charlie and Quinn go out to celebrate. They invite Huck to join but he's busy going through Jennifer Fields video footage. Marcus Walker is at a press conference where all anyone can ask is about Cyrus. Abby Whelan asks David if they're going to go for the death penalty. David says yes because he isn't above the law. She tells them that the President has said that this isn't a death penalty case. Cyrus is taken to a cage because he is separated from the general public. The guard threatens him to take him the long way back to his cell if he doesn't cooperate.
Abby asks Elizabeth North to get a message to Cyrus. She says no because she doesn't work for him anymore. She just needs to tell him that he isn't going to get the death penalty. Elizabeth says that he'll get him the message if Abby can offer her a job. Elizabeth visits Cyrus in jail. She tells him that he doesn't have to worry about the death penalty. He asks for Elizabeth's help to get a letter to Tom. He wants to try and turn Tom. She agrees to help him. Huck goes to help Jenny's friend and learns that nobody has been charged for her death. Huck tells Olivia that Tom never said anything about killing Jenny. He wants to know who did it. Olivia tells them that they need to figure it out and that they can't be wrong.
Cyrus asks another cellmate how to get things. The cellmate says that he can get him a belt so that he can hang himself. Ralph tells him to figure out a way to leverage Gerald, the guard, or take the belt now. Cyrus walks in circles in his cage. He asks the guard for a pen and paper. The guard says no. So Cyrus tells him that he'll tell his supervisor that he's a drug mule if he doesn't get him what he asked for. Huck shows Jenny's friend how to defend herself. Quinn, Huck, and Charlie search for evidence against Tom. Huck asks how he can tell between a client or a friend. Quinn says to just ask. Fitz and Angela are laying in Fitz's bed "working." Angela asks Fitz how he's doing. Fitz says he's fine. She tells him about Abby taking the death penalty off the table. He is confused because he didn't say anything like that.
Gerald brings Cyrus a notepad and pen. He tells Gerald to find something that the drug dealers to find something to hold over them. Cyrus gives Elizabeth a note to get to Tom. Fitz, Abby, Angela, and David meet. Fitz tells her that she interfered with the case and used his name without telling him. He tells her that she is inappropriate and wrong and that she must stay away from this case. Michael goes to visit Cyrus. Michael tells him that he's leaving Cyrus and taking full custody of Ella. He's doing this because he saw the letter to Tom. Cyrus tries to explain things but Michael leaves. Fitz holds a press conference and tells the public that he is going to pursue the death penalty for Cyrus. The guard offers to take Cyrus outside because of the day he had. He goes outside but is tricked by the guard. He let other inmates out and they beat on Cyrus. Cyrus wakes up in the hospital with Oliva and Michael in the room. They say that Tom recanted and that they are dropping the charges. Olivia also tells him that the electoral college is voting in two days and that she won't stand in his way if he makes Mellie his vice president. He says okay.
Cyrus is sworn into office. He goes to the oval office where Mellie waits for him. It turns out that that was all a dream and he's really laying on the floor of the prison yard. Olivia receives a call from Cyrus. He calls to tell her that it wasn't him. Olivia tells him that she can't help him. He says he's going to die in there. She tells him that she will always be his friend but she won't speak to him again and then hangs up the phone. Cyrus is brought food and asks Gerald for his belt. Gerald says no. But Cyrus says they'll blame another officer. Huck goes to meet Jenny's friend to ask if they are a client or friends. She kisses him but Quinn calls and tells him that they got something on Tom Larson. Cyrus stages it so that Tom is killed by Ralph. Olivia finds out that Tom was miles away from the Frankie Vargas shooting. Somebody paid him to say that he killed him on his order. Cyrus is innocent so he doesn't kill Tom.
