Standing in the Sun is the seventeenth episode of the seventh season of Scandal, and is the hundred-and-twenty-third overall.

Cyrus and Jake’s mission to take the White House reaches a new level of deceit when Liv is called to testify against Mellie.

Olivia Pope and Fitz Grant talk about Fitz's portrait painting. Olivia has to leave because Mellie Grant is being questioned the next day. Olivia tells him that she knows that whatever happens to Mellie tomorrow will affect him too.

Sally talks about Mellie and how she is being questioned by Lonnie as to whether or not she tried to kill Cyrus. She tells the audience that Mellie has denied these questions publicly and will be questioned under oath the next day. Olivia and Mellie talk to the lawyer and Olivia tells her that the truth is her armor. Mellie goes to talk with Lonnie.

Marcus talks to a former associate who tells him that he should be glad he doesn't work at the White House anymore. Mellie gets questioned about why she fired Olivia. Mellie says that she didn't fire Olivia that she resigned. Lonnie Mencken brings up the assassination of President Rashad and shows them a video of Mellie and Olivia talking about how Olivia would take care of the situation. Mellie pleads the 5th. The meeting ends but Olivia gets a subpoena to be interviewed the next day.

Mellie, David, Fitz, Marcus, and Olivia talk about what to do next. Lonnie and Cyrus talk about Jake and why he's helping them. He says that there is something else going on here.

Huck and Quinn talk about Olivia. Sally visits QPA and asks if they comment about Olivia. They say no. Sally tells Quinn that she's gonna need a good lawyer to get Charlie out. She leaves her card just in case they change their mind.

Olivia goes home and finds Jake waiting for her. He has a bottle of sand that he wants to give her. It's from their island. She says she doesn't want it. Olivia tells him that he doesn't have to be this person. He gives her the bottle of sand and leaves after telling her that he was tired of being her guard dog.

Abby, Huck, Quinn and Olivia are having trouble nailing Cyrus with the airplane hijacking. They talk about taking Jake off the board but they can't do anything because all roads lead back to B613 or OPA. Olivia goes to visit the Smithsonian before she goes to give her testimony. Lonnie asks her if Mellie gave her the order to kill President Rashad while Jake watches from B613. She says no that she gave the order as Command of B613. She tells him that this agency controls the White House. This rattles Lonnie who goes to see Jake and learns about B613. Jake asks what Olivia's doing and she says "standing in the sun".

David tells Mellie that she outed B613. Lonnie tells Jake that he's going to be served a subpoena. That he's sent people to the B613 headquarters to investigate. But when they get there they only find an empty pool. Jake tells Lonnie that he needs to forget Olivia's testimony and takes all the evidence of it with him.

Olivia gets reprimanded by Mellie and the gang for revealing B613. Olivia says that the only way for them to win is to tell the truth. Fitz asks if she has a plan and she says no. She tries to convince them that by telling the truth they'll wake America up. She says that they need to decide if they're going to dodge and weave for the rest of their lives or if they're going to tell the truth and hope that the next generation of leaders gets it right. She leaves.

Olivia tells QPA what she said and that she needs help to convince Lonnie to do the right thing. Quinn says that why don't they let America help them by telling Sally about B613. Quinn goes to tell Sally but she doesn't believe her. Sally says that if she brings her evidence that this secret organization exists then she will tell her audience about it.

Marcus and Mellie talk about what they're going to do. Marcus tells Mellie that she surrounded herself with sharks and that she created the mess that she's in.

Jake goes to see Eli. Jake tells him that what he's doing he's doing for the right reasons. He tells her that Olivia is endangering the republic and that he is saving it. Eli says okay. Eli tells him that he's done it, he's taken command, but that something is missing. That Jake came here to get a hug from his dad because he thinks that that is what is missing. Eli pretends to tell him that he's proud of him. Jake says he came to tell him that he has the power now but Eli says he has nothing. That if he has to tell someone he has power then he doesn't have it. Jake pulls his gun out. Eli says he wishes that one of his children would evolve so that he could call himself extinct. That nobody can take command from him because it's trapped in his bones. He tells Jake to leave but Jake put his gun to Eli's head. Jake says he'll kill him but Eli says he won't. Jake tells him to stay out of his way.

Fitz goes to look at the old portraits of past presidents. He goes to see Olivia and offers his help. Olivia says that all they can do is wait and see what happens. He says that this is how the story ends with them doing whats right for the country.

Quinn, Abby, and Huck can find no evidence to prove that B613 is real. Quinn says maybe that is okay because then they won't be ruining Olivia's life. Abby says that they need to do this to get rid of the rot and establish transparency again. Huck says that there might be something they can use. They go see Olivia and tell them that they can use witnesses to tell people about B613. Olivia asks who and they all look at each other. Olivia says no but they say that they're going to be by her side and go over a cliff with her.

Olivia meets with Mellie and tells her that she still has a choice. If they do this, it may be the last thing that they do together. Mellie decides to tell the truth. Sally announces to the world about B613. As they watch her tell the world, their cell phones start to go off.
