In Paris is Burning, Jake notices another news item on the screen stating that the Louvre is on fire. He pays a visit to Rowan in prison and this news piques Rowan's interest. They discuss Lazarus 1, Jake asks Rowan who he's working with and says that it's Rowan's plan - to set the Louvre on fire, steal authentic artworks, leave behind charred forgeries, and sell the authentic works for money to refill the coffins in order to rebuild B613. Rowan says happy hunting.
Jake takes Charlie and the two of them go to Paris (Dog-Whistle Politics), they meet Elise who Charlie describes as "sexy hot" and that she has more kills than the two of them combined.
Turns out, Lazarus 1 is an initiative to restart B613 with a new Command, some of the current and past B613 agents teamed up to take out Rowan.

Jake Ballard asks Charlie for help - to find out who started Lazarus 1
Rowan asks his daughter Olivia Pope for help and then tells her that someone is trying to kill him
Jake finds Elise dead (shot through the back) at the train station where they were supposed to meet - it is later discovered tht Franklin Russell killed her
Huck emotionally tortures Rowan after kidnapping him
Jake kills Franklin by shooting him in the head for trying to restart B613 and for killing Elise
