"Good People" is the ninth episode of the seventh season of Scandal, and is the hundred-and-fifteenth overall.

Charlie has Eli Pope pinned down to the bed, choking him. Flashes back to Eli at an appliance store purchasing a suitcase. We see Quinn Perkins again entering the elevator to go to OPA for her wedding. Eli kidnaps Quinn and stuffs her into a suitcase. He takes her back to his house and locks her in the basement. She wakes up and is surprised to see Eli. Quinn says that he's out of his mind. That her friends are on the way to find her. Eli says no that her friends think that she got cold feet and ran off. Quinn asks if he's going to kill her. He says if she doesn't shut up and listen that he will. He tells her that he is going to trade her to Olivia for his freedom. He tells her that he'll be back in a few hours. Eli goes to have dinner with Olivia Pope. Olivia arrives angry at being summoned. She says she doesn't have time for him as he reveals that he has Quinn. Olivia asks where she is. Eli says that the reckoning is coming and that Quinn is that reckoning and a key to his freedom. He asks for his bones back in return for Quinn. Olivia asks if he'll kill her. He says he will if she won't give him his bones back. Olivia laughs and says that he doesn't make the decisions. That until she says otherwise he has to wait to be told what to do. He tells her that he isn't bluffing. Olivia tells him to never waste her time again. Eli returns home where he goes to grab a gun from a secret compartment. He goes to go down into the basement but changes his mind. He talks to a toy dinosaur and says if he doesn't get back his freedom in three days that he will kill Quinn.
Eli is back at the appliance store. He purchases a crib for Quinn. He returns home with a bag and goes downstairs to talk to Quinn. Quinn is angry because he said he'd be back last night. She tells him to unlock her so that she can go but Eli tells her that Olivia said no to the trade. He tells her about the crib. Quinn says she is already dead because Olivia is handling them. He throws the bag he brought onto the bed. Inside is cereal and a change of clothes. Eli leaves and goes to a bar where he meets the Marve, the guy from the appliance store. They talk about American factories and how America outsources their job. Eli tells him about his time in war and the guy tells him about his time in Vietnam. Marve tells him about his employee discount and that anytime he needs something to tell him. Eli asks if he will get in trouble for that but Marve tells him not to worry about it. Marve tells him that he's a great father and Eli tells him that he's a good person. Quinn is having hallucinations and she sees Charlie. She asks the baby to kick and it does. She's relieved and asks the baby to keep kicking. Jake goes to visit Eli. He warns him that he's not going to win this fight. Eli says let her do her worst that she'll be ready for her. Eli puts together the crib. He goes back inside and realizes that while he was talking to Jake they'd swept his house for weapons and removed them all. Quinn is singing to her baby and hears Hucks voice who asks her if she's going to do anything. She tells him to go away. He asks her why she didn't tell anyone about Olivia. She says because she didn't really know if she'd done it or not. She says that if she'd told someone then it would've made it real and that Olivia has become some monster.
Eli goes to the appliance store to buy a handgun from Marve. Marve is against it because he'd be the one who the gun is registered to. Eli says in three months they'll have the paperwork to put it under his name. Marve says that getting a gun like that doesn't feel okay. Eli convinces Marve to get him a gun. He buys a handgun and a shotgun. Eli returns home with his purchases. Jake watches as Eli yells at the dinosaur and calls Olivia. Olivia comes over to the house and Eli asks her to choose: Quinn or his freedom. Olivia goads him into pointing the gun at her and tells him to pull the trigger. He doesn't. Olivia says she wins but Eli says that she won't let that girl die. Quinn is downstairs trying to figure out how to escape. Her hallucinations are talking to her. She hears that Olivia is upstairs. Olivia tells Eli that it's his move. Quinn tries to throw a lasso over the boxes in the corner. She succeeds but there is nothing in the boxes that can help her. Eli leaves Olivia and goes downstairs to kill Quinn. But when he goes down there he can't see Quinn. She attacks him but he shoves her away. He corners her and points the gun at her. She begs him to not kill her until she has her baby. He shoots the gun.
He walks back upstairs to Olivia. He asks her if she wants to see the body. He says he earned his freedom. Olivia says to wait a couple of days before he gets rid of the body. She leaves and he goes to wash his hands because he got cut in the fight with Quinn. He goes back downstairs. Quinn tells him to let her go. It turns out that he just pretended to shoot her so that Olivia would believe that she's dead. He invites her to go upstairs with him to have a glass of wine. She follows him up the stairs. They sit down at the counter and talk about Olivia. Suddenly Quinn starts to have contractions as she goes into labor. She says they have to go to the hospital but he refuses to take her. Instead, he sticks her with a needle and she passes out. He calls Marve and he comes over to help with the birth. She delivers a beautiful baby girl. Later she wakes up in Olivia's old room. Eli gives her the baby. She realizes that Eli has setup her room to be a new baby room. He tells her that she can't leave yet because Olivia will find her. He says she is safe here. Quinn tells him that he's a good person. Eli goes downstairs and cleans up the basement. She realizes that he purchased enough clothes for the baby to live there for a while. Quinn goes downstairs to confront him and sees that he's killed Marve. She yells at him but he says he did it for her. She kneels down and begins to help him clean the basement.
